There are 89k governments, give or take, in the United States. In theory they are entirely under popular control to a level that is not achieved in any other nation on earth, and certainly not in a country of any significant size. The reality of popular control is a bit different. The growth of government in the 20th century has created a confusing monstrosity of organizations that literally nobody understands fully. There are just too many entities, too many rules, and too many people to keep track in anyone's head. The information revolution gives us a chance to catch up and even control this large complex to an unprecedented degree but only if we do the groundwork
